Over medium- heat, heat up 2 tablespoons of water, 3 garlic cloves, and onion powder. Saute until meat is fully browned. Add diced tomatoes, tomato sauce and paste. Mix well. Add additional spices as needed. Let simmer and stir occasionally. In separate pan, add 2 tablespoons of water, 1 garlic clove, and saute for 1 minute. Add cabbage and remaining seasoning. Saute until soft. Drain and put on a plate. Top with sauce and serve.
